Repairs to the churchyard wall are now well under way and we have watched progress with great interest and a little consternation when the path from the lychgate was temporarily blocked. Fortunately this was cleared in time for the Flower Festival. The success of the “Our Seasons” festival was down, in no small measure to Pam Steadman whose vision it was and who organised the weekend. Many thanks to Pam.
Huge thanks are due also to Michael and Iola Fass for hosting the Garden Party at the Coach House. It was as lovely an English village event as you could hope for: the sun shone, the kettle boiled, the cakes were delicious and George Bennison played his accordion. About the right number came, so that the small parking space was not overwhelmed. On the same evening Joanne Lucas, better know to many in the village as Jo Winfer gave a recital in the church of love songs to suit every mood, accompanied by her husband Rob Lucas. It was a truly beautiful occasion and a big thank you goes to Jo and Rob. The amount raised for the two events was £525.
Looking ahead, we have a special Service of Dedication in the church on Sunday 19th September at 4pm with the Bishop of Hereford, the Right Reverend Anthony Priddis. All the donors and benefactors who made the restoration of the tower possible have been invited and it will also be an opportunity to dedicate the items of church fabric, such as the altar frontals and kneeler, which Jo Lucas worked so hard to restore. If you have not already been contacted but would like to be involved in a churchyard tidy-up and weeding session during the week leading up to the Service please speak to a member of the PCC.
Don’t forget to book your tickets for the Barn Dance on 25th September. Dick Brice is bringing his band and will be calling the dances and space is limited so book early! More details from Olivia on 01989 780 321.

The Prayer Group meeting is on Wednesday 1st September in the Church at 2 p.m. Everyone welcome. The green ‘Pray for’ cards can be found on the church Sales Table or by contacting Brenda on 750425 or Linda on 780226. Your confidence will be respected.
Evensong is said in the church every Friday evening at 5.30pm. This is a short spoken service and gives a calming pause between the week and the weekend. Everyone is welcome to attend.

UPTON BISHOP BIG DIPPER ROAD RACE will be held on Sunday 26th September starting at 11 a.m. from the Millennium Hall and competitors of all standards are very welcome. The course is a reasonable challenge but at 5.6 miles is attainable for most people. CHRISTMAS CHILD SHOE BOX APPEAL – If anyone would like a leaflet to fill a shoe box for children war torn countries, poverty, famine, disease and natural disaster areas, please contact Jane Fray on 780383. The boxes will be taken to the Malvern Theatres in November and delivered to the Samaritans Purse organisers.
UPTON BISHOP TRANSITION MOVEMENT - Skill-building workshops
As part of the transition movement in Upton Bishop we are arranging workshops to help us regain all the skills we used to have before we became dependent on oil. As oil becomes scarcer and very expensive transporting goods also becomes very expensive. Local skills will be needed to help our communities to thrive.
The first skill-building workshop in Upton Bishop will be in the Millennium Hall on Sunday 10th October from 2pm to 5pm.
We will be making bags. Simple, sturdy shopping bags, small see-through produce bags to cut down on plastic bag use or arty bags using more techniques – the choice is yours. The materials will be cost-free. We will use old jeans, dresses, skirts, sheets, nets, curtains etc. Refreshments will be provided. The workshop teaching is also free, though a small donation towards the cost of hiring the Hall would be appreciated.

Matters Arising:
Parish Council Website – Cllr Newman has researched this and gave a report to Cllrs.
Allotment Letter – the letter was agreed and signed. The Clerk will get copies done for inclusion in the next edition of the Chimes.
Dangerous Road Junction – Concerns were raised about the junction of the B4224 and the A449 Ross to Ledbury road at The Old Gore. There has been yet another accident there, this time a fatality. It was felt that this is an accident black spot but is largely due to driver error.
Footpaths – Nothing to report.
Highways – The hedges at Tedgewood Farm needed cutting back once again, the Clerk to
write to the landowner.
Lengthsman – Nothing to report.
Planning: - Holmes Grove – A copy of objection has been received from a resident. The contents were noted and kept on file.
Marsh Farm update letter received from Herefordshire Council informing that the appeal has been adjourned until 5th October 2010.

Open Discussion – PC Wendy Powell attended to report on local policing issues.
Speeding: Regular speed surveys have been carried out within the parish, which showed that drivers were speeding in excess of 40mph.
Old Gore accident – This stretch of road has been remarked within the last few months, but it was felt that the ‘Give Way’ sign should be replaced with a ‘Stop’ sign.
Matters Arising:
Well at Tanhouse – The Clerk reported that there had been no recent correspondence and it was felt that this should be pursued as it is an important traditional feature of the village. The Clerk was requested to clarify the situation with HALC.
Allotments – A letter has been received from Herefordshire Council who state that they are still exploring the opportunity of creating a small scale affordable housing scheme on some of the land adjacent to Bamford Cottages and using the remainder of the land to potentially deliver up to 12 allotment plots to the National Society of Allotment and Leisure Standards. Cllrs were concerned that the site was not large enough for both allotments and affordable housing and did not understand the link between affordable housing and the request for allotments.
Website – Cllr Newman updated Cllrs on this.
War Memorial at Old Gore – A parishioner has reported that the memorial needs cleaning. Cllr Fray to instruct the Lengthsman to carry out this work.
Footpaths – Cllr Newman had sent her report that certain Upton Bishop footpaths were not in good shape. UB.2 to Wobage Farm, the growth was very high and very difficult to get through.
UB.6 from the B4224 to the junction with UB.1 was also very difficult. All of the problems are on the Perrystone Estate.
The double stile between the 2nd and 3rd field on UB.11 going into the potato field has been cut back but the 2nd step between the two stiles collapsed and caused a walker to have a nasty fall. The Clerk was requested to write to Perrystone Estate and to Herefordshire Council to replace/repair the broken stile.
Highways – Hedges – Cllr. Bailey raised the question about what can be done about landowners who do not cut their hedges back and where does the responsibility lie. Cllr. Durkin said he would look into this and clarify.
Potholes – some have now been filled in. It was felt that there has been poor workmanship within this work and has not been a good use of public money. It was felt that there was a bigger problem with Amey and Cllr. Durkin will liaise with Joe Neil at Herefordshire Council regarding this.
Planning – Hillington Barn – The Clerk reported that she has requested an update from Herefordshire Council
Holmes Grove – Further information submitted. It was considered that this is a smaller version of what has already been submitted.
Comments: Regardless of the fact that it is straddling two parishes, it is one entity. Planning permission has been sought to remove the hedges. Access onto the B4221 is dangerous. This area is a greenfield site and should not be developed upon. There are no facilities within the area that anyone can walk to and no public transport to access.
PRUB newsletter – Further to a recent newsletter from PRUB, Cllrs felt that they did not need to justify their actions. They have robustly and unanimously objected to the application at Marsh Farm and have sought to involve the local residents with public meetings. They are extremely grateful to have a third party in support.
